It’s not, fallout new Vegas is the best one. Although I can agree fallout 4 is still a good game, i play it alot myself and it’s fun

4 has the best gameplay but in terms of best story and rpg elements that would be one of the earlier titles. 4 does have the best environmental story telling too so I’ll give you that
