Character faces are part of a single texture in GTA III and Vice City, so you can't really expect them to have any level of detail beyond some basic facial features. However, things look more interesting during cutscenes since they use more detailed models, and you can even see characters talk (except Claude, of course). You should do a comparison video using cutscenes in the future.

@@bruhd1014 That's not the case for GTA VC and SA (Not sure about the III) cutscenes, though. In cutscenes both Tommy and CJ (and other cutscene characters) have proper "3D" eyes with actual mesh animated for blinking

Fun fact - GTA San Andreas technically have eyes animation ingame, but R* used this feature only for some animations - for example brows and eyes have diffrent animation when CJ walking with Rocket Launcher

Moral of the Story: Do not invite Claude, Tommy and CJ to staring contest, or else they finna finesse it

About CJ in the second test: actually his eyes expression changes while he is carrying a bazooka. We can see that he becomes more agressive

For Tommy , Claude or CJ, you should watch the cutscenes. There these characters have real facial features. In-game features are not present. Due to technical limitations devs created 2D models of Claude and Tommy and CJ. Just observe it and you will see. These characters are hollow models. You have to move camera around

To be fair, Tommy's model in cutscenes has some eye movement. The easiest one to be noticed is just go to pole position club, get a 'manager only' dance (after you completed the asset mission). His eyes will obviously show surprise. This feature should be in SA too but I am not sure about III.

I was expecting a test if they close their eyes while aiming with a sniper rifle, but good content nonetheless

In GTA Vice City, the charatchers actually blinks and it seems very natural, but only during cutscenes, probably the models used in the cutscenes are a bit more detailed; also I imagine that at the time, it would've been easier to script the blinking for predetermined cutscenes instead of programming a random blink during gameplay (as they did from GTA 4 onwards)

CJ's eyes were kinda expressive in the cutscenes, in Big Smoke for example when he entered his mother's house or in the Green Sabre when he saw Smoke and Ryder.
