As someone who actually owns the Bokkun plush, I can confirm that it actually does have a mouth. Unlike a lot of mass produced plushes, his facial features are embroidered into the fabric used to make the plush, including the little smile they gave him. It looks really nice in real life, however, you can't really see it in photos and the other details because of that.
