If you think about it, Mis Joke’s Quirk is actually somewhat useful, Sure she can only make villains laugh, but if you think about it, Ms. Joke can probably use her quirk to make people laugh to death, because when you laugh so hard you can’t breath so she can technically kill or damage her opponents with her quirk.

It was probably a mistake. Or they purposely changed it because they usually do that when making the anime in English for some reason. I mean they made two characters in Sailor Moon cousins, because they were lesbians in the Japanese version and it wouldn't go well in America. So they probably made her not trans in the English dub because it had to pass into America. But it was probably a mistake.

Tora No because the government classifies them. When they find out what your quirk is it goes on your record. So if the police looked up someone’s name, it would show their date of birth and all that, including their quirk. This is just what I gathered from the show, but I’m almost certain I’m right, but I could be wrong
