mushi 1 is reco's first time venturing out of her village, so the VA is there to reflect that sense of exploration also this game has 3 playables and they switch gender so you'd need 6x the voice budget

Yo how u get this game to run its only been released on Xbox 360 and switch and I can't get it to work on the emulator for the life of me

idk if you mean emulating x360 or switch but it runs fine for me if emulating x360 in Xenia Canary. Try that if you haven't already; you don't need to set anything up with it either. If you are having audio delay issues though you can open/create the file 'xenia-canary.config.toml' in the xenia canary folder and change 'max_queued_frames' to 3. Though obviously i dont know what issue you are having. fwiw i play on a real xbox 360.
