Wonderful video. You're correct that the tender is one of the lifeboats used for ship evacuation! Nearly all cruise ships have a few of their lifeboats that are outfitted to be used as port tenders. It serves dual purpose. The ship is able to bring its tender boats with it so it doesn't have to rely on the port having tenders available, and it keeps the crew up to speed with operation of the lifeboats and all of their associated equipment to deploy and retrieve them. It's pretty neat! I've been on a few cruises, and I always like watching them launch and retrieve the tenders on tender port days.

Went on my first cruise last year and had a blast. I don't understand why people hate cruises. I had a 5 night all inclusive trip to the Bahamas for less than the cost of a room near the beach! (Mostly roast beef & prime rib) But I absolutely love wasabi, so since it is a staple ingredient/condiment in my home I have taken to using wasabi in place of traditional horseradish & it is just a lovely addition to the beef.
