Panhandling isn't a crime, the Reed v Town of Gilbert decision made it clear that content based regulations on speech, like asking for money, are unconstitutional, no matter what local ordinances may say. It just happens that the targets of these unconstitutional laws are often too poor to challenge them, or they'd all have been totally stricken years ago. So this poor man was paralyzed for engaging in constitutionally protected speech by a tyrant bully who probably never paid his victim another thought, just another day at the office cracking skulls. It's absolute insanity he still has a job, any job, let alone as a cop.

I hope they appeal it (if they can), and they end up paying $200 million. The poor man's circumstances were unfortunate enough without such horror visited upon him. Best wishes and love to Mister Blasingame. Great report. Respect from Ireland.

Cops are hated because they do things that are UNLAWFUL and often face NO justice. This is a perfect example. As a former LEO, tasing a subject that is running because you stopped him for "panhandling" is outrageous.

he couldnt out run a nearly 70 year old man. so he tased him, nearly killing him... He should have given him a few dollars out of compassion. where is the respect for our elderly?

The only danger to the cop was to his fragile ego. The old man not listening to his orders and fleeing made the cop feel disrespected, so he probably felt that he needed to make the old man pay for that by using the tazer against him. Perhaps the cop has daddy issues, perhaps his dad used to abuse and punish him as a child, so now he is projecting that hate towards elderly men?

That cop should be sued also.🤨

Nobody sets out to be homeless. I've been there, and it's a terrifying labyrinth to navigate, even for someone of sound mind and body. It's something that happens incrementally, sometimes because of poor decisions, sometimes for reasons beyond your control. Irrespective of the reasons- being without a home, or the condition of being destitute- is NOT CRIMINAL, while criminalizing the ACT OF ASKING PEOPLE FOR HELP is immoral, unethical, and is a discretionary offense that police NEED NOT ENFORCE. This cop has no business in law enforcement. When there is ZERO accountability, there is ZERO incentive to modify behavior.
