Watched the whole video and can't believe he didn't give the name. Had to find it elsewhere, it's named a deburring tool.

It's called a Reaming or Deburring tool! It's one of the most underrated hand tools in any shop! It makes freshly drilled holes in metal (with filings still attached) safe for a baby to lick. It will put the PERFECT tiny bevel that you want on the resting edge of that table. And it makes finishing 3D parts a lot faster and safer, with the added bonus of being easier to make uniform.
