The pull cord on this Honda push mower was really hard to pull. I would usually get one good pull and it would tighten up and get really hard to pull.
The clearances on this GCV170 are between .003 in (.06mm) and .005 in (.13mm)
(adjustment starts around 5:22)

not sure if you're aware, the serial number of your unit is part of the Honda Recall. your reason for hard to pull is the cam is sticking and needs to be replaced
You forgot to adjust the exhaust valve on top,dead center?
