The way I done this is I constantly shake and stir the clothes in the dye. After much stirring, the dye seems to find a place in the clothes and the water becomes clearer. Because the dye is deposited somewhere in the clothes. What you have done here, is not stir it, so it did not uniformly find a spot on your clothes. The piece gets a deeper, darker color. Not sure what the scum might be. But the dye does not stick. It washes off the dyed cloth over time. So I dont like to dye.

I kind of boiled off some Nike stickers before. Rubbers and the elastics in your clothes (like the waistband that holds the shorts on you) may decay faster, due to the boiling water too. Its all a pain in the ass, dying.
