The ICC can only step in if there is a failure on the part of the Philippine Justice System to prove and implement the law against Digong for extra judicial killings. Otherwise, the ICC cannot issue a warrant of arrest against him.
Drug war victims versus victims of the drug wars . If these people weren't dealing drugs and being part of the problem, then they would be alive today. This all wasn't an issue until a Chinese drug lord was killed, and then it was a problem. The reason why Duterte became president is because the public was tired of watching their family members die from drug overdose, and there was also the issue happening in mindenou with the radical Islam groups and the kidnappings. Everyone knew what Duterte was as he was Marco's enforcer, and that is what the Filipinos wanted. Now Duterte is being persecuted for doing the will of the people, and in fact, he did put an end to the runaway drug problem that the previous administrations failed to rectify.
