How did you come to a conclusion that workers are the problems. Most of them are hard workers. EVERY job sector has rotten apples that abuse the system. Majority of the issue comes from random drug dealers on the street using the cargo industry to their advantage. Also workers do get randomly checked by TSA at times. They're also background checked to obtain a SIDA badge. You're going to increase tax to fund TSA's manpower so they can check all workers 24/7 before they go in? Also not every package gets scanned by x rays. USPS requires a warrant to open one. Hence why drug dealers realized shipping is the easiest and safest way to transport drugs.
