It's because of the frame rate, not because they aren't spinning. When you get speed close to the frame rate the frame is made with the tires in the same spot, hence why it's only the tread that doesn't move

Its also a visual effect just like in real life when you look at a wheel spinning forward it looks like its spinning backward.
