I'm a bit curious as to why it's taking months to investigate if any protocol was not followed. The driver is pulled over, speeds off and crashes within 1 minute of going flying down the road at 100+ MPH. You can't blame the "pursuit" for this. He crashed well before the police got anywhere near him. Had they not pursued at all, the outcome would have been exactly the same.

That cop really exhausted all options before even trying to get dude out of the car. The scene is like something out of a movie.
