It's many things. The only reason he even started tapering off in the first place was because of the introduction of strike-countering gauges, so Janemba and UI (more importantly, UI) would've had Nameku at a lower level, even if Gohan wasn't around, but Gohan IS a major part.

The problem now with him isnt the character kit himself well accept that the green card is a throw card that doesn’t draw a card everytime. But it’s damn melee counters. If there was no melee counters he could hang out with the boys in the meta so would VB but they added a million melee counters back to back
