‘Don’t go to Toronto’: Canadian city considers implementing a ‘rain tax’

Toronto’s proposal to charge homeowners a stormwater fee has sparked outrage and criticism.
Sky News host Caleb Bond reacted to Toronto’s proposal to implement a “rain tax”.
“You thought it couldn’t get any worse ... don’t go to Toronto because they’re going to tax you when it rains,” he said.
“How are they going to assess this?
“You have to pay in Toronto for the water that falls out of the sky and goes into your own water tank.”

    Around 2000, we crossed an economic milestone. It was the time where government sector workers started making more, over their life time, than private sector workers. Considering that government sector workers income is generated by forcing the population, on penalty of jail and/or confiscation of property, to pay taxes, how different is that to living in a Feudalistic system?     I have lived in Canada all my 64 years and am appalled at the fees and tax grabs happening in the last decade. Many public parks in the Vancouver area are charging a fee, Tofino on Vancouver Island have a $7 fee for using the public beach. Its becoming only a county for the rich. Most middle income people are struggling with being taxed to death with all these extra fees etc.

    This is a true tax! I work in waterloo Ontario, they already have a storm water tax for impervious surfaces. The same tax is in kitchener Ontario. This is catching on in Ontario Canada. They use the aerial topography photos, and then measure and scale your tax on your property, it’s a complete money grab!

    In Richmond Hill, just north of Toronto they started charging this Storm Water tax about 3yrs ago, even on vacant land with no buildings! Total tax grab. Hamilton, Ontario also wants to do this and farmers and rural land owners will be charged based on the amount of roof you have, even though they are nowhere near the city storm sewers and any rain is absorbed by the ground. Some farmers are looking at bills up to 77k!!! Total insanity! These people need voted out.

    We've actually had a drainage charge on our bills here in Edmonton since 2003. It is based on the size of your property and the amount it rains, or snow melt. I doubt that it made the worldwide news when implemented here, back in 2003. LOL

    That's exactly what Halifax did, but worse. I'm not on city water or sewer, have no concrete anywhere near my house, no sidewalk, only have grass and dirt, and I have to pay tax because it's raining, and the rain lands on the ground. What?! I asked why I'm being taxed because it's raining, and I was told that the rain has to go somewhere, and eventually will end up in the water system. What friggin' lunatic thought this up? Then I got a tax added onto that because the rain also lands on the road. I asked why I have to pay for that, since the rain has to land somewhere and doesn't turn around and go back up to the clouds. They said because eventually the road will need fixing. Oh my frig! You might add this insanity to your news program and maybe get my money back, since I'm a senior living on pension.

    Calgary’s past mayor, Nenshi, already beat Toronto to the “Liberal “ tax attack on rain. He did like Trudeau and renamed it as Stormwater Management fee. It’s a $15/ mo per resident . That’s a whopping $180/yr/ resident in a city declared drought situation. Canadian city mayors and councils have an addiction to tax and spend. There needs to be more effective recall legislation to put a halt to the theft!

    This is nothing new. Suburb city of Toronto, implemented this waste water few years ago, right after a summer rain dumped an entire month of rain in 15 mins that flooded the sewer system and flooded thousands of homes with backflow. The city realized they were not maintaining sewage systems for this kind of event and then started clearing sewage pipes on a regular basis. This costs money that was never budgeted. One of my neighbours owns an empty lot with no house on it and no water or power hook ups, but she started getting billed for sewage run off despite the fact the land is 100% clear of any cement or ash vault - simple open land containing grass.

    Toronto council and Olivia Chow ( mayor) have also cheered on 2 story laneway studio flats to be built beside existing homes so in effect less ground to soak up the rain. Gone will be backyards with plants and flowers. Dr Jenkl and Mr Hyde

    There are restaurants and bars that have been in the city for decades, and now, theyre closing for good. It doesnt matter, theres enough people wanting to move to Toronto that for every 1 person that leaves, 3 people are ready to come in (hence the homelessness). The best part is that all these people are voting for all of this to happen.

    I live in Toronto, and Olivia Chow will not last as Mayor. She has already had to backtrack on a couple of blunders as well. Her problem is that she does no research and has a shoot from the hip response to issues, and thinks her ideas will fly. Just like Icarus, they don't.

    Some mental patient on City Council suggested a "rain tax" a number of years ago and more level heads laughed at the insanity and voted the suggestion down. Toronto somehow, now has a socialist Mayor, Olivia Chow, who has just raised Toronto property taxes by 9.5% and thinks an additional "rain tax" is a good idea. Truly a case of the inmates running the asylum. Next they will suggest a "snow tax", a falling leaf tax, a dust tax, an air tax and a "sunshine tax" to go along with the already implemented "Carbon Tax". ....and they wonder why owning a house in Toronto is unaffordable.

    With dense structure placement like Toronto the infrastructure is terribly undersized, so every time it rains the system is overwhelmed. The money that should have been spent on upgrades probably went to some other program. Like the gay pride parade.

    don't come here. a lot those who are end up leaving within 2-3 years, while some are here for as little as 3-6 months. Most will end up spending their life savings here, getting settled and on immigration lawyers. Earning anything under a $60K p/year salary here will essentially leave you living a poor life after paying rent, bills and food. Most of our fruit and veggies are shipped in and not of very good quality.

    I remember going to a lecture in college 40 years ago where the environmental hazards of solar cells were being discussed. This included the chemicals used in manufacturing process as well as the recycling of used panels. Of course this was way before wide scale usage and at that time the thought was that panels would stay in use for 25 years before being retired. In reality the panels are replaced every few years as solar farm operators chase higher efficiencies from newer panels. This making the disposal of panels an even greater problem then it was envisioned 40 years ago.

    Bullshit. It's only going into landfills when there are criminals who give a fuck about nature. It's possible to recycle the panels and the energy to make it does "paid back" in few years, depending on the sun and location. Yes there are small amounts of toxic materials like lead for soldering and cadmium in a type of solar panels which is cheaper to make. Lead can be replaced but it would cost more. Most of the panels come from China and often build with energy from fossil sources than shipped around the world, obviously with toxic materials in them. You should do some research on it. Yes it's not perfect but still better than everything else what we have and to buy it from a local company which is making toxic free panels could be very good choice

A report just came out and it touts the merits of allowing municipalities in Canada to tax anyone with an income of over 56k a year another 1% on top of what they already pay in provincial and federal tax. This country is done like dinner. Stick a fork in it but don't dare take a bite. It's pretty bitter

    Wasn't really that long ago in the scheme of things that in Queensland they talked about a fee/tax if you had a rainwater tank and if I remember correctly it was proposed after they offered a subsidy for getting a rainwater tank .

    In Vancouver BC Canada it is ILLEGAL to collect rainwater for home usage. Vancouver is located in a Temperate Rain Forest and we could collect our monthly water usage in a few days except for during the summer months when its dryer. Its the worst tax imaginable!

    In relation to rain tax in Toronto, the water table is affected by drainage and runoff. Many years ago, the Elm trees in St Kilda road Melbourne were dying, this was due to the fact that these huge trees sit in a small area of pavement and roadway, so very little rain gets to the trees when it rained. If you look at the size of the building blocks around Melbourne, there is no or little room to plant trees or shrubs, no gardens and narrow nature strips, so most of the ground water is channeled down drains via concrete paths, driveways and roadways. Councils and land developers are greedy people.

    Taken out of context. In Toronto, in the older parts of the city, sewers and storm drains are together, causing bypass of sewage treatment after heavy rains. The city requires residents to direct water from roof gutters to your yard or away from the house. If you don't there will be an extra charge on top of the sewage treatment tax already in place. No big scoop Sky News, as usual.

    At one stage in Queensland the government talked about charging people for the water people were collecting in their water tanks. I think we would have fought that. I certainly would have as the rain is free, my tanks weren't. I paid for them.

    So what was the environmental carbon footprint to create all these panels in the first place. And if they replace them all, then you just created double that carbon footprint.     A "rain tax" is not new. Here in the St. Louis Missouri area the Metropolitan Sewer District determines your bill based on: 1. the amount of water you use AND 2. the amount of nonporous area of your property i.e. your roof, your paved driveway, etc.. See, rain tax, same thing.
