Papyrus is canonically able to fly, just like how sans can teleport. Papyrus can fly, as seen by his goofy exit after his battle, and there’s also heavy implications he can fly when you read some of his dialogue after you defeat Asriel in True Pacifist.

What if the reason you see him around all the time throughout the game is that he actually is protecting you from dangers you don't even know about

Literally made an anti-racism poster for my school project based on this. :D It basically has both sans and papyrus drawn on it and the caption reads “don’t be racist, we are all skeletons.” Undyne is just staring at them in the background with a confused expression, and Frisk just has a thumbs up. He does that in base Undertale, that's why you see him at different areas of the game. Sure he doesn't protect you from everything, but considering how valuable your soul is, he could very easily have been stopping large humungous hordes of people who were trying to kill you.

The only way this could have been better is if Papyrus momentarily got Sans's eyes during the last "Or we will haunt your dreams", since when their eyes are swapped he looks terrifying. Sans activating his blue eye also would have been great, but this is still absolutely epic.
