The funniest thing to me is that the Daleks probably considered her one of the greatest threats on the planet at the time. It's not like they didn't notice the signal being run through the last known Xylok and the Cardiff Time Rift... but it was Torchwood London that gave the Christmas kill order. Harriet Jones, Prime Minister, had her finger on the trigger, so that's where they went first. She's the only one there likely to mount an all-out offensive; as far as the Daleks are concerned, notable affiliates of The Doctor are prone to fits of mercy, with very few exceptions. River is a known exceptions, and the idea made a Dalek almost wet its casing... Except, of course, that Harriet was the one with the Call-For-Help button, and it was everyone *else* with the doomsday implements. The lady says it how it is; they really didn't know much about humanity. She made one Daleky decision, but that wasn't who she was, just something she had to do. Most humans would have done the same.

I don't think it was too much in context. It was one episode a couple times, then a break. Then it came back for an episode, then a break. Then it cam back one last time, got twisted a bit to wring some emotion out of it, and went away forever. I think it's only too much when you watch it all back to back.
