    No you are better off with paper charts and the old school way, they fails and can be wrong. Many DPE’s will fail them first thing as you shouldn’t rely on them in real life they overheat and batteries fail, paper doesn’t have that problem and is cheaper .

    It's illegal to fail someone for using an iPad its in the FARs. Also thats why you always keep an ipad and an iphone. All of the iphones within the past few years (especially if you have max version) has a screen that is big enough to use not as a primary but incase the ipad were to die or overheat. Also you carry portable chargers. Its overall safer seeing exactly where you are on a map vs having to guess by pilotage and dead reckoning with landmarks etc. Its a lot slower and I mean by a lot you can get any info necessary within seconds by pressing on a few buttons on your ipad. You have traffic info as well with the proper adsb in equipment and since all planes in the US are erquired to have adsb out it makes everything even safer being able to see all traffic for a backup source as well. Theres so many pros vs 1 or 2 cons which can be solved by keeping a backup on your phone and portable charger. No reason to buy a sectional map every month which doesnt even give live tfrs or live information for airspace restrictions.
