Just to clarify, the present constitution doesn't define the two houses as "Upper" and "Lower" houses. Even though they may seem similar to two-housed parliament of many countries, Nepalese constitution only imagines these houses to be parallel houses with a thin line of separation of power. Anyways, kudos to the research as always.
