Make a smaller hole first for inspection purposes. Using a razor utility knife, slice a line (aka: scoring) in a neat square (in case you have to repair), zig-zag a few more lines in the interior of smaller hole, and smack it with a hammer. Remove the pieces of the hole and look for plumbing/electrical stuff and if all is clear, expand hole and install safe. Make a smaller "safe spot" using plastic receptacle boxes and regular hand tools.
