This is serious. This needs to be investigated immediately. Child Services should also jump in this and see if this was a legal adoption. Is she alive? Whats the current status on her circumstances and was she taken advantage of at any moment in time. Whats her welfare being. Who are real parents etc. When did this adoption take place etc. What education has she undertaken since and so many more questions.

Just because you adopt a child doesn't mean that you as guardian have to touch her, him, in any way, shoulders, hugs, back, head, don't touch orphans at all. Adopt.
