Music was written by Haydn, lyrics by Haschka, as a God Save the King-type anthem (“Gott erhalte Franz den Kaiser") for Kaiser Franz II, Holy Roman Emperor, first performed 1797 in Vienna. Later known as the Kaiserhymn. Numerous adaptations for other purposes the most famous being the appropriation of the tune for the liberal-nationalist Deutschlandlied in 1841.

Germany used this tune as its national anthem starting in 1919, so if this was composed before 1919 then I'm sure this was the national anthem of the Austro-Hungarian empire

The Deutschlandlied was first used some years after the Vienna congress the melody was based on the Austrian Kaiserhymne

Not quite, the Austrian Anthem by 1868 was Gott Erhalte, Gott Beschutze. Gott Erhalte Franz den Kaiser was the personal anthem of Holy Roman Emperor Franz II

if it's from 1868 it's more likely to be related to the original, the Austrian "Kaiserlied"
