no. the circuit acts reading the resistance value of the potentiometer and, based on it, generates the PWM which pilots the Hi power side of the circuit (i guess MOSFET, maybe H-bridge), wherever... If you want to use "Arduino" or even other uC you should consider the idea to create a circuit divided into two functional side, the logic side headed by uC and the power side composed by MOSFETs.

almost right. you can connect "middle" wire of the potentiometer to an Analog pin of arduino (assume it's the pin X). Read the analog value of pin X and, trough software, generate a PWM with a duty cycle of 99% when tension at pin X is max and duty cycle of 1% when it's minimum. this is a solution. remember, the PWM generated by the uC must be used to drive a "Power side" of system. Use a Mosfet for this purpose. i Cannot provide you a circuit diagram but you can search the web. Search an example of ADC with your uC and an example of PWM generation, mix things and you're done ;)
