Some corrections 1:05 the single flower is not free (IGC) it is paid (IAP) 1:51- 2:02 These three items are new. This means it is unkown whether the new hair, mask, and shoes are IGC or an IAP. here are some possibilities with my view from least to most likely TLDR expect shoes to be an IAP or the mask and hair to be in a pack together All IAP- least likely, they always release at least one IGC item All IGC- Also least likely, they always release at least one new IAP item Mask IAP, and Hair & Shoes IGC- Could happen but less likely, usually when a mask is IAP it shows up in a pack with something else Hair IAP and Mask & shoes IGC- more likely than mask as hairs by themselves have been released in IAP's but it seems this mask and hair are meant to go togetheras Shoes and Hair IAP mask IGC- We've never seen a hair and a shoe pack, but this could be two separate IAPs. This is more likely than all of them being IGC though as said earlier, they always release at least one IAP item Shoes and mask IAP, hair IGC- Less likely, but it is more likely than everything being an IAP and everything being IGC, although I feel it would be an unusual pack, masks IAP's have usually been released in Packs. Mask and Hair IAP Shoes IGC- This feels like the most likely scenario if the shoes are IGC. The mask and hair would be in a pack if they were IAP Shoes IAP with mask and hair IGC- A super likely scenario, shoes released for events have always been IAP

As far as I remember, the black one cost tickets last year. Most event free items are gonna cost tickets, only recent ones though, the older will remain as candles and prices won't change(?)

No, free means that its in game currency (you need candles), the things that are paid its in real money.
