Seath the Scaleless is granted the title duke by lord gwyn which means he reside in the capital city anor londo(go find him there) Four Kings was the ruler of New Londo. It's right below firelink shrine!

35:24 it's just if you're interested in lore. You can reply this if you're interested but not really important. Or you can just shoot an arrow at guinevere and learn the lore the hard way(you'll just unnecessarily make your run harder so you shouldn't)
