Is it possible to do this with named objects so it doesnt do it for every item that you hold? Like, If I want a diamond that gives you speed, I'll name it speed artifact so all the other diamonds don't give that same effect How do I do this if it is possible?

You kinda can. If you give the diamond and ID other than 0 it will be detected differently than regular diamonds

You kind of can with certain tools using the /enchant command, but not for things like wood or stone. Certain addons can do what you are looking for, but it cannot be done with just commands

I'm sorry for doing this, but I do infact have a slightly better solution for this. This doesn't work on all items, but it does for diamonds. For this, if you only want a specific diamond to give you speed, follow the instructions below. Regular command: */give @s diamond 1 1* Repeating command, always active: */effect @a[hasitem{hasitem=diamond,data=1}] speed 1 1 true* _If there are any issues, shoot me a reply and I'll most likely respond, there could always be an issue because I'm going strictly off of memory._

Ok , i need a bit of help , im making a recreation of outlast 1 map , i want to make a command block with infinite blindness, then an item as the camera that cancels the blindness giving night vision , but just for a couple seconds then there is a cooldown before it works again, HOW IN THE HELL DO I DO THAT?

Nope, for just 1 player you can use @p in the /clear and /effect commands and ignore the scoreboard part
