You can't set the ground entirely to water on Bedrock Edition but if you play a version like Xbox One Edition there is an option to change the ground to whatever you want. You can then just transfer the world from that version to Bedrock (this is assuming that you are on console like I am).

The world is a customisable super flat btw so if ur playing bedrock it won’t work
