Theory: since miss chalice, mugman and cuphead appeared together in bad ending(demonic state), the devil may have the powers to make miss chalice escape her ghost phase. Therefore, cuphead and mugman can actually get miss chalice alive again by beating the devil and commanding him to use the power for that

Saltbaker is a dif story with appearance since he KILLS PEOPLE AKA TAKING THEIR SOULS RIGHT IN FRONT OF US and not to mention hes atleast scary the devil just...cries.

yeah i was kinda sad not too sad since its stupid to be sad over cards but ig they ran out of time is all i can think of or really didnt care about the cards

More likely it was all the new animation they had to make. The DLC has as many frames of animation as there were in the entire base game, if not more.
No wonder it took so long to come out chef salt breakers quality is so good
