Different court for minors. Singapore classifies age 16 as old enough to be tried in court as an adult. Anything below 16, it goes to juvenile court where a lot of the cases just get recommendations for probation or boy's/girl's home because their statutes are not as detailed as regular court where you can be ordered to pay compensation/ make public apology/ declare finances etc. The law does catch up with people as you said, it's just not so well taken care of.

If being a loan shark is a crime then why BORROWING from a loan shark is not ? To me i would say the main culprits at this instance would be the people who are stupid enough to borrow from a loan shark and delay or not paying them back . 🤦🏻‍♂️
