On a cold, snowy winter night in January 2008, an officer was on patrol when a confusing call came in to 911.
A hardworking mother of five disappeared while on her way home from work- to make matters worse- there were indications she was being attacked. Investigators raced against the clock to find Arcelie Laoagan.

    I wish she was found sooner, her friend did mention she was by a church. Where she was found, this is so disgusting she was working hard to provide for her family and a monster took that opportunity away from her and loved ones. RIP 😢

    Ofcourse but don't forget the incompetence of the 911 operators. Had they taken the call seriously, they would have found her and she could have been saved. In the initial calls, the caller has been clearly telling the location. 😢

    First minutes and i'm already aggrevated bc this is so avoidable and important time is lost. I can understand that a person could not be saved but just bc stupid people did not understand and people can't speak the damn language. The asians on the phone lost time bc no one spoke good enough to understand without reasking.

    We don't know what the person was scared of? What if that person was a male, and was scared of being accused of that horrible crime? What if their father had been falsely convicted of a murder , sentenced to life in prison, did 12 years in prison but THEN was found Innocent? My point is not to justify that the person was right for not calling. My point is simply to make you see that when we don't know all the details...maybe we shouldn't pass judgment.

    Happened to my collegue that was high on prescription meds at the time. She passed out in the early morning near some bushes in winter in the extreme cold. Many cars drove by her but nobody checked to see if she was okay or call the police. A couple of 10 year olds on their way to school saw her & carried her to the nearest house & asked for help. They saved her life. Later that day her own sister asked if we had yet heard anything about the dead body in the bushes. She was one of the ppl who drive by. Still h@te her guts.

    I just cried my Lord how much she suffered that her brother and sisters were unable to identify her. I can't imagine the feelings of what they're going through. This is ABSOLUTELY EVIL! I hope her kids are doing well and may God give her sons a lot of strength to carry this through out your lives and may he bless all of Arcelie family. RIP Arcelie

    The police did a sloppy job.i guess they dont want to go out in that freezing weather……even it was clear that they could have check the location that the 911 callers mentioned. I’m sure the police and the 911 operators will surely never forget their negligence and will carry it for the rest of their lives

    The first dispatcher was being rude. Better training is needed for those who answer calls from people likely experiencing the worst day of their life.

    The incompetence of the 911 operator & Calgary PD from the beginning was completely inept. This is when interpreters are warranted. The horrific murder of this woman is in part due to both 911 practices & Calgary PD

    It makes me angry to listen to how stupid these 911 answering people are! There should be more training and selection of the people who take these calls. People who can use critical THINKING ability. the callers were not native Canadians..... why not take their calls seriously and react with urgency to the information they were given in the beginning. One caller said....area where she worked...and near the CHURCH. Why ask more stupid questions before acting?

    Both sides have a job to do. For sure they know his guilt but for justice to prevail is to ensure the perpetrator cannot claim not being properly represented in the court.

    Im sorry but the Calgary police failed this poor hard working woman….. As a dispatcher, you have to note key words that the witnesses say.. the first 911 call stated that she’s near a CHURCH! Could’ve replayed the 911 call and got clues. and she takes the LRT so check around each station 🚉 this is so fcked up and I’m glad the family got justice. The fact that he’s eligible for parole in 2036 is disgusting

    If 25 years isn't a deterrent life probably won't be. And if life isn't the death penalty often isn't. Statistically anyways more severe punishments aren't associated with lower crime rates. Probably because most offenders think they won't get caught so the consequences don't cross their minds. Especially in impulsive or drugged up people.

I worked in Correction and most of the residents I worked with were high or drunk when they committed their crime. Not an excuse just to explain why the penalty is not a deterrent because they are not thinking that far ahead. They are living in the moment.

    @@billy6pack887 I too am Canadian and agree about needing harsher punishment for murder convictions. When they do get caught it should be for life and not just let out on parole after 25 years. I don't care if it's a deterrent or not. You take a life you get a life sentence. That's it!

    Welcome to Canada, where being disarmed and defenseless is not just a bad idea, its the law. The politicians who make laws that ban a woman like her from carrying a weapon to defend herself are the same ones who let predators out of jail, and have armed security surrounding themselves when they want it. They dont have to walk home late at night, alone, with predators roaming free. This poor woman did, and the predator knew she was defenceless, because its the law. Forcibly disarming innocent victims in the name of public safety is immoral.

    The thing I don’t get is , this lady was found by the church ⛪️ dead and on the first 911 call her friend said she was by the church down town when she called for help etc So why didn’t the cops go to the church down town in that area ?!

    Seems like the cops made a major mistake and could have prevented her death. A church downtown on 8th Avenue was the first clear detail given in the 911 calls. Even Dt. Williamson said he had a feeling about taking the route near the church. That Church where Arcelie was found dead was on 8 ave. I have searched 8 Ave on Google maps, especially near the downtown Calgary area. There are no other churches on 8 Ave in downtown Calgary. Almost seems like incompetence of criminal proportions.

    I heard that 3 sons graduated the course of engineering but the other wasn't able to finish . One of the son want to go to Canada but the thought of the mother who was died there stop him. That's what I know.

    I remember this case. It’s so hard to understand God plan. This beautiful hard working woman was subject to a terrifying and horrendous death … what did she ever do to deserve that… nothing at all, I just despair I really do. I don’t understand, I believe in God but I don’t understand at all. Makes me so so sad and confused.

    The callers told the dispatcher she was on 8th street by the church!!? He’s phoning the victim to say call and let me know where your at after being told she’s being raped and murdered?? I’m so frustrated watching this

    As a Filipina working abroad this makes me sad. She already suffered the homesickness for being away from home, away from her kids and family. Then this happened. I can't imagine the pain she suffered in the hands of this monster. RIP Arcelie.

    Stupid 911 operator. Why can he just dispatch officer whoever is near the area where the 1st caller said "downtown near church", 2nd caller "downtown 8th Avenue". Hello!!! the attack is in progress. Police should be alert and vigilant, they will just arrive after all the incident is done. Of course, don't expect an alive victim. And the first witness who saw her in that condition is just no compassion with other people. What's happening in the world right now? Sad. 😢😔 RIP Arcelie. 😔🙏

    The town of Ajax just east of Toronto has really changed. We now have a Hello homeless community with a number of women and men that are dealing with untreated mental illness and the disease of drug addiction. There’s a man in a red car. He’s a black man apparently raping the homeless women as they sleep outside. For a woman who has an addiction that doesn’t sleep for 5,6,7 days and they finally go to sleep. It’s like they’re in a coma and then they finally wake up after they’ve been raped, it’s so sad. So sad. It’s not safe to walk around anymore at night at all. I don’t even think it’s safe in the daytime, but it’s heartbreaking to see women that are younger than myself and they look much older than I am. Meanwhile, the services are lacking for mental illness and addiction. So it’s really a hopeless situation. it’s very very sad to see, but for the grace of God go I!

    Newcomers to Canada need to be taught 911 because it seems at least 2 of them didn’t know that number. As for the ‘scared’ person who went home, why didn’t you at least call police when you got home! Disgraceful excuse for a human.

    I think the 911 operators and cops incompetent they should have known the callers explained it to them. She would have died from the assault and hypothermia so sad. Going here and there but not the right place.

    The male caller clearly told the 911 operator that she was along 8th Avenue and also they were given the information that the location was by a church! Surely they could have search all the churches along the 8th Avenue ??

    She would have possibly survived if she waited it out and made the phone calls inside the station with added safety of the other people, cameras and lights. The vile and evil coward would have left her alone at least.

    I thought Sam especially that late at night having someone so close is always suspicious. Maybe she didn’t notice because she had cap and was heavily dressed which prevented her from feeling someone being that close to her. I also can’t keep wanting to shout that she stays with the group of people at the station. It’s horrible to watch but not being able to help.

    I live half my life in the Philippines and the other half in Calgary. I remember this happening at the time. Most Filipinos I ever encounter whether in Canada or in the Philippines are very gentle nice people. Ralph Klein said it best. A true Albertan knows what he meant.

    I am sorry what happened to this woman but I do have only bad experience with people from Philippines .So when you say that they are gentle and nice people it just does not fit to my picture. . I found they are calculated, greedy, fake friendly and self oriented. Ready to do everything for money. They have no pride at all. Hope her kids got that money not cousins.

    Exactly what I was thinking, Tobie, after subduing all my frustration with these first two 911 callers. (Could never be a 911 dispatcher b/c these two 'friends' seemed to know *nothing* and I wanted to scream.). So many people so sadly failed this poor Arcelie. God bless her and them.

    Why didn't you police go towards that church. You were told by the caller. You might have found her still alive. I feel mad about that. So sad for this girl 😢
