for me i'd go with 3 (France), 5 (Italy), 5 (Iceland), 1 (Bhutan), 5 (Norway), 5 (USA), that makes 1 spare left, a big part of china is uninhabitable + the larger the country the more difficult it is to control i feel like + much more infrastructure cost. you don't need a military if you have the safety of Iceland, so picking Bhutan makes scenes for me, Iceland has no military just coast guard, they are instead in NATO, and have strong friends such as USA and others, if they can do it without a military then Bhutan can who have a little bit more than Iceland.

My country: 🇫🇷 🇮🇹 🇮🇸 🇦🇲 🇳🇴 🇺🇸 My logic was if you invest in safety you can kinda just dump military, since safety sort of encompasses military security, plus having territory doesn’t imply just size but also how good said territory is, and I’d want at least temperate climate with fertile land!

It should've been only $20. With $25 you can do something like 4,4,4,5,4,4.

They definitely gave us too much money. You can pick the second best option five times and still have enough money to pick the best option once. But my ideal country (Safety and HDI to the max, 4$ for territory, food and GDP and 3$ for military) is pretty good already. For country size you do NOT need to be as big as Russia, big countries end up being hard to govern / control. And China is huge already (the second option). French food is excellent as well, so you don't need to spend 5$ on that option either. And you do not need a US-type military either, unless you're planning on invading half the world. GDP isn't everything btw. Look at the nordics, they're some of the countries with the highest HDI (unless I'm confused), and I'd rather live in Norway than in the US, Russia or China.
