Yes, you totally could! I just made a bunch on the sheet beforehand and let them dry so they would be all ready to go on to a project. If you put it right on the paper, there is more of a chance they will get bumped or messed up., and they don't always turn out perfect, so this way you can pick out the perfect ones and use them.
