Soviet Union had actual presidium (presidium was, in a way, collective president), they were just not as relevant. Humble general secretary was in an ideal position to screen presidium members though. So, Stalin managed to establish his rule from shadows, then, once established, throw ruling council into shadows of obscurity. The only presidium member anyone can remember is Mikhail Gorbachev, and only because he was both general secretary and presidium member (and later the only president of USSR).
