This is just a guess, but I'm pretty sure Kars is still the strongest character in JoJo. If he's able to manipulate his body on a cellular level to mimic any animal, than it wouldn't suprise me if he could do the same with a stand. (fortunately, he was defeated before stands became a thing.)

Yorichi is the strongest character in demon slayer manga And I think Bill Cipher is the strongest character in Gravity Falls before. I didn't know about Axolotl. So, I check in Google and found out that Axolotl is an extra dimensional creature which lives between time and space and stated to be a lot stronger than bill cipher

Resilient: definetly not (Chris' abs) Most mutated: definetly not (Birkin) Strongest: hell no (Wesker) Creepiest: definetly not (regenerator sounds) Most charismatic mini boss and minor antagonist in a resident evil game: YES! The way he taunts you makes his chases exciting and scary in a way. Almost every moment with him is a highlight of the game. If it weren't for the nemesis from the original resident evil 3, he would be the best stalker enemy in the series.
