Commemorating 30th anniversary of Rwanda Genocide | Full interview with President Paul Kagame

Rwanda's president says his country is working to ensure development. This is part of building a better Rwanda after the 1994 genocide. On Sunday Heads of State and Government will attend the commemoration in Kigali.

    #GenocideAgainstTutsi : When France Exacts Its Remorse Upon the DRC In April 1994, Rwanda, nestled in the verdant heart of Africa, was struck by one of the most horrific tempests of violence the world has witnessed. Across its expansive hills and valleys, blood did not merely trickle but flowed in tumultuous rivers. A million lives, Tutsis and moderate Hutus, were sacrificed on the altar of ethnic hatred, harvested by machete and fear while the world, paralyzed or indifferent, watched the grotesque spectacle unfold. The "Opération Turquoise", deployed under the aegis of France, promised to be the shield that would protect the innocent from murderous fury. Yet, amidst the tumult and confusion, this mission struggled to fulfill its salvific mandate. The promise of protection was broken; the lives spared were fewer than those that could have been saved, and the tears of the international community, too late and too light, could not cleanse the blood from history's hands. Today, as the hills of Rwanda still bear the scars of this past, another country, the Democratic Republic of Congo (DRC), finds itself caught in the grip of a history not its own. France, with its unspoken remorse and responsibilities in the events of 1994, seems to seek atonement for its past sins through a strange form of penance imposed on its neighbor. Successive presidents, from Mitterrand to Macron, have grappled with the indelible specter of this moral failure, and in their quest for redemption or forgiveness, seem to pave the way for Paul Kagame's expansionist ambitions. France, in search of redemption or geopolitical strategy, has allowed, or at least, not hindered Kagame's expansionist ambitions on Congolese territory. Indeed, the tragic situation prevailing in the east of the Democratic Republic of Congo is an undeniable reality, marked by incessant aggressions, the scourge of looting, and suffering imposed on the population, acts that seem to unfold with the quasi-general indifference of the international community. The Kivu region, endowed with considerable natural wealth, unfortunately becomes the stage for a fierce regional conflict and intense struggle for control and supremacy, orchestrated from Kigali. This context is exacerbated by what appears to be tolerance, even complicity, at the international level, notably in the attitude of France and the European Union. On one hand, despite overwhelming evidence of Rwanda's support for the rebel M23 movement, responsible for multiple atrocities in the region, no significant sanctions have been imposed, particularly by Paris. Moreover, France continues to promote measures aimed at directly subsidizing the Rwandan army through the European Union, even as it is suspected of complicity in the crimes committed by an armed group engaged in acts qualified as crimes against humanity. Simultaneously, France multiplies decisions complacent towards Kigali. While recognizing one's country's responsibility around this horrific genocide is commendable, Emmanuel Macron cuddles Paul Kagame to the point of supporting the idea that his country occupies the chair of Secretary-General of the Francophonie while Rwanda is Anglophone. On the other hand, more seriously, France appears ready to engage its armed forces on the Ukrainian front to defend Kiev's territorial integrity, while simultaneously offering its support to Rwanda, whose role as aggressor in the Congolese context is hardly different from that of Russia in Ukraine. This double standard reveals a lack of coherence in French foreign policy and raises troubling questions about its true intentions and commitments on the international stage. Following this train of thought, France, marked by its Rwandan past, seems to be attempting to balance its historical accounts by leaving the field open to Kagame, perhaps even contemplating compensating for its controversial role during the genocide with tacit support for Rwandan ambitions over Kivu. This policy would not only be a dangerous game but a cynical bet on the future, where Congolese lives become the currency of exchange in the intricacies of international relations. However, such an endeavor, if confirmed, would grossly underestimate the resilience and determination of the Congolese people. For the thought that cannot be ignored, the one that resonates with strength and clarity, is that any project of domination or territorial cession would clash with the indomitable will of the Congolese. The DRC, with its history marked by struggle and sacrifice, would not accept living under the yoke of a foreign power or seeing its lands torn from its children. The ultimatum, then, is unequivocal: for such designs to succeed, it would necessitate stepping over the body of every Congolese, for the soil of Congo is imbued with the spirit of its ancestors, the sweat of its sons and daughters, and the blood of its martyrs. The DRC, in its essence, is inalienable, and its people, in their unity, are invincible. In this quest for truth and justice, the time is no longer for silence or indifference. The Congolese, lovers of peace and sovereignty, call upon the international community, including France, to recognize the sufferings endured and support a vision of the future where respect for rights and territorial integrity prevails over geopolitical games. May this moment of commemoration be a call to awaken consciences, to international solidarity, and to the recognition of the imperative for peaceful coexistence based on mutual respect and fairness. May the memory of the victims of the Rwandan genocide and the sufferings of the Congolese people inspire a new era of diplomacy, where justice and peace are not distant ideals, but concrete realities at the service of humanity. At this time of reflection, the role of France, as well as that of the international community, should transcend political calculations to anchor in a profound commitment to the protection and promotion of human rights. The DRC, rich in its diversity and potential, deserves to unfold in a secure environment, where every citizen can aspire to well-being and prosperity. The call of the Congolese people for vigilance, action, and global solidarity is not a cry in the wilderness, but a reminder that history will judge us by the choices we make today. As we honor the memory of the victims of the Rwandan genocide, let us also choose to support the aspirations of the Congolese people for peace, justice, and sovereignty. For, in the end, it is only in a world where the respect for the dignity of each individual is a priority that we can hope to build a better future for all. The challenge posed to France, as well as to every actor on the international stage, is therefore clear: to recognize and act in accordance with the inalienable truth that true peace can only be achieved through justice and respect for everyone's rights. The DRC, with its courageous and resilient people, is ready to chart its path towards a brighter future, but it should not walk alone. Together, let us confront the shadows of the past with the light of solidarity and hope, so that tragedy is not our legacy, but rather our lesson for building a more just world.

    Here Paul Kagame recognized that several tutsi families moved from Rwanda 🇷🇼 to Congo 🇨🇩 (ex Zaïre) in 1961 as refugees. The United Nation installed them in Kivu province and gave them lands with congolese authorities permission, then in 70th former congolese president gave them the congolese citizenship, but yet they keep considering themselves as rwandese rather than congolese and they are playing a major role in rise of violence in the region, congolese tribes never killed any tutsi, we actually accepted them as one of us, but they never treated DRC as their country sadly.

    The problems can be traced back during the Berlin conference ,as cited by Kwame Nkrumah in his book the challenges of Congo written in 1967 ...To me the sustainable solution is between ourselves not UN /SADEC/EASF.. .accept them without conditions as what happened in South Sudan . Secondly give back to Rwanda those who participated in 1994 Tutsi Genocide.

    No He was talking about Rwandans who fled internal violence against them at the beginning the 60’s, on the other hand way earlier than that, parts of Rwanda were taken away by the colonizers ( berlin conference)and given to neighboring countries includibg DRC.So the Rwandans who had been living there for generations had to cope with the fact that their ancestral home had become part of congo even thoughthey had never moved!, in shortcingo came to them, they never went to Congo. Those are two different scenarios in which people ended up on Congolese soil.

    If your neighbours are crying of hungry and you have abundance in your house, don't count yourself successfully because soon or later they will badge into your house searching for food. To make it clear, Rwanda is not safe and successful if neighbours especially DRC are crying for peace. As this great man of his generation stood for his country should support peace deal in DRC. Africa was colonised by colonisers due to the division of her leaders. If they don't wake up, the trend will repeat its course.

    Paul Kagame is afraid of the deployment of the SADC. It initially used the M23 to carry out direct attacks during the deployment of SADC forces. Having failed, he increased his efforts, calling on the UN and now producing this video, in the hope of influencing his allies, notably France, to intervene against the SADC action. This approach aims to prevent a possible repeat of the military failure of its army in the DRC, similar to that of 2013. The message conveyed by this video aims to sow discord between Tshisekedi and the SADC, by portraying the former as an obstacle to peace and a dissimulator. In doing so, Kagame seeks to put SADC in a delicate position where any military action on its part could be interpreted as support for the conflict, thereby jeopardizing its legitimacy and moral authority. It is anticipated that in the near future there will be calls for restraint from France and the United States towards the SADC, urging them to refrain from any military intervention against the M23.

    Paul Kagame presents a carefully crafted image of himself. He adopts a victim posture while positioning himself as a fervent defender of peace, despite the fact that it was he who sent troops to a neighboring country under the pretext of fighting the FLDR, a group that had nevertheless been weakened after three generations. The FLDR movement poses no real threat to Rwanda, especially since their leader was neutralized by Congolese forces in 2019. Furthermore, the latest hostile actions against Rwanda were launched from Uganda. By what mechanism would Rwanda feel threatened from the DRC which has never launched a military operation against it?! Despite these facts, Kagame expresses a desire for dialogue. However, what emerges is an unacknowledged desire to maintain its hold on Kivu and to continue the exploitation of Congo's resources, as long as it does not encounter opposition from the Congolese government. This dynamic has already been fought by Joseph Kabila and it will continue. Although some international leaders, notably Kenyan, Ugandan and Western, support Kagame, it is hoped that SADC members, the main recipients of these messages, will be able to identify and avoid the manipulative strategies employed. The Congo, independent in its rights, owes no allegiance to Kagame. Pressure from foreign powers like France or the United States to impose a peace that would allow Rwanda to continue to benefit from Congolese destabilization will only delay the inevitable. A truly lasting peace between Congo and Rwanda cannot be envisaged as long as Kagame and the RPF dominate the Rwandan political scene.
