What is the width between the two rear wheels? Can it be loaded via a ramp using powered wheels in folding position.

We don't have one in the warehouse at this time to measure but I wanted to let you know it is not able to be powered and used while folded

No this cannot be powered while in the closed position. This video you sent was for a powerchair and not a high speed scooter. The scooter cannot be moved by power once folded. It can be moved by hand though.

The 12 MPH is the fasted the motors on this scooter will push it.
