The bit about the Oscar is extremely good with absolutely no intention of being good, which just adds to it. It very nonchalantly imparts a level of competence to Ned that, while in a humourous way, gives a level of gritty gravity to who he is. Until that point he seemed very bumbling in that "so bad at being bad he's good" way but that lends a history to him that defines him as being quite good at being a crook and more capable than he leads on

Because the realization that all of the noises your brain has filtered out aren't there anymore can bring out a level of fear and anxiety that very few other experiences do.
