I was facing a similar issue when I was going about the proceeding via my mobile phone. I tried to do the same via my laptop wherein a yes/no option was visible which enabled me to upload my documents as I could select no for supplementary candidate. The option was not visible on my mobile phone due to some reason. Maybe you could switch to a laptop in case u were not doing the same from before.

Mam should we compulsary pay the fee of the college in the councelling round What if we don't want the college

If u don't pay u will be out of the counselling process. If u pay and don't join ur money will be refunded. (U hv to withdraw before round 3)

Resubmit means there is some flaw in the document u have submitted. U can see the reason y they asked you for resubmit in ur mail. U have to upload those documents again how u did first time.
