I wouldn't say letting someone responsible go would be betraying Columbo. There was another episode when he let a person co-responsible go freely. He knew mother and daughter were responsible, but agreed to arrest only mother and completely ignored daughter's part, even aided her escape.

It appears to be an adaptation of the classic film, Sunset Boulevard. Gloria Swanson's portrayal really leaned into the whole delusions of grandeur thing, but that doesn't really work for Columbo. That too, the murder in Sunset was no mystery, but again, for Columbo, that doesn't work. But yeah, the writers did a good job adapting it so that it wasn't entirely out of place.

One of the most bittersweet endings of a Columbo-Case ever. It showed that Columbo is a real compassionate and caring man. It is visible often in small scenes. For example in one case he questioned a suspect which really was shaken cause: No alibi, a motive, criminal past... First thing he said: "Dont worry. I know you have not murdered him cause the murder was left handed, was way taller than you and tried to look it the way that you are the culprit" And of course: Columbo always respected the good sides of the persons he hunted. If they had good sides.

Excellent work by John Payne: Columbo passes him and says it won't take long to prove his confession is false; Ned says it might take a couple of months, and then stares Columbo down, as if he's asking Columbo to read between the lines. Then, when Columbo does so, the camera cuts back to Ned, who now has just the faintest trace of a smile, as it to say, "I'm glad we understand each other, lieutenant."
