is the tooltip accurate? blitzkrieg: -40% rate of fire SaD: +30% rate of fire? both give +35% speed and the accuracy buff/debuff. is blitzkrieg just worse because you loos rate of fire?

i think that's a mispelling. Probably also meant to be a positive bonus

Checked it in cheatmod, can confirm it buffs rate of fire. Tooltip's probably meant to say -40% cooldown or reload duration or something like that
