Yeah, those people are flippers. They know most people will say no. But when they find a motivated seller, they know they can easily flip it for a quick profit.

Glad you said NO, Duane.... I worked retail for a time. I was amazed every time a person wanted to barter for a product the major retail chain had it on sale for. Uh.... I want to keep my job, sir. NO.
