The "Pete / Repeat" is an on -air record / playback device that's rare to see these days. Probably worth more than both radios together if sold on E-Bay. It's the classic joke of the installed devices being worth more than the radio itself. As far as using a disk cap to shift the crystal frequency, apparently you've never heard of a "trimmer cap". They're VERY stable if installed correctly, and proper part selection is used. 27pFd is the magic number usually, but 18-47pFd is the selection range. All this does, is keep you from having to bottom out the coils after Clarifier unlocking / radio re-alignment, although USB is usually closer to bottom than the rest of them. That's because of the way the 148 does it's frequency conversion. The radio is VCO/PLL controlled / locked. The possibility of drift is completely absurd, and contrary to the function of the PLL and VCO circuits.

What does the red wire, that goes across the bottom of the board on the first radio, do?
