You can replace water with milk and leave out the lecethin. Heat it up to around 65 degrees celsius and use a stick blender. It will create the same desired effect although the foam wont last as long. It's more or less the same way you would make milky foam for coffees.

Can you preserve the foam, or does it need to be made à la minute?

A la minute. You can make the liquid base ahead and hit it with a stick blender when you need some foam. Just buzz it again when you need more

You can keep it inside a siphon for 3-4 hours

You can the liquid for few days,just blend up again ,but foam will dry out in 30 min

Yeah you could replace it with agar agar or gelatin! :) I would recommend using gelatin that's the best way to make a foam imo.
