Because Andrade never had the skills or talent to be fighting at 168. People think that because Canelo was able to move up and dominate champs there then everyone else can do it too, but he's an elite fighter for a reason.

Benavidez would pry struggle at first but would then pick him apart. He'd need some serious polishing before Benavidez. He'd be better off against Morrell

Mbilli isn't polished enough for those guys yet they'd beat his ass. He hits like a bus but he has some flaws in his game that need to be corrected. I'd send him to fight Andrade, Berlanga, Munguia, or even Derevyanchenko all before those guys.
