China’s Expansionist Designs and How India Can Thwart Beijing’s Plans l John Mearsheimer Explains

China wants to settle the border dispute on its own terms, political scientist John Mearsheimer told News18, elaborating on the India-China face-off at Tawang on December 9, adding that “this is going to be an ongoing problem”.
The clash between the Indian Army and Chinese People’s Liberation Army (PLA) troops last week at the Tawang sector of Arunachal Pradesh, in which soldiers from both the sides suffered injuries, began as a large Chinese patrol attempted to transgress the Line of Actual Control (LAC).
Commenting on the Chinese pattern along the Line of Actual Control (LAC), Mearsheimer said: “The more powerful China becomes, the more aggressive it will become. Ultimately, China wants to dominate Asia the way the US dominates the Western hemisphere. Of course, China has a number of territorial disputes, one of which is with India. The Chinese interests are to settle the border dispute on terms that are favourable for China…This is going to be an ongoing problem. And as China becomes more powerful, the government will try to settle the conflict.”

    The recent confrontation between Chinese and Indian troops was worrying to a lot of people, perhaps. The question was, what could this have led to? It didn't lead to anything. It could have led to a bigger confrontation, but it didn't. It leads me to ask, what exactly is the Chinese military doing on the borders with India? Some could opine that China wants India to be lulled into a false sense of complacency by such incidents, so that they are not ready for a real major assault later. I personally feel that this current confrontation is going to lead nowhere. What can China want to come out of it? What is the cost of deploying troops at the border for both China and India?

    There are two important aspects. China's views and claims are shaped by historical ideas. One can claim a lot of nonsense based on history. Secondly, autocratic regimes are never challenged internally. Hong Kong was already part of one country two systems, the idea of a previous leadership, but an autocratic ruler can simply ignore or dictate new terms.

    The basic problem is that India wants to play a role in the international arena bigger than it can afford. In reality India is unable to strengthen itself enough to face the Chinese challenge successfully even today. As a result India is losing her traditional sphere of influence in her friendly neighbouring small countries to China. In regard to the West, especially USA India is always a fence-sitter. India always tries to play from all sides in the name of strategic autonomy or something else. At the end India often gets boxed in a situation which is neither this side nor that side. India loses more in this self-imposed position than otherwise.

    India is a "passive" and a "reactive" nation. In my opinion, I see that India does not take the initiatives - because they are "too" "introverted" to act first, but when the balls are set rolling, then they "react". If India is only a bit more "aggressive", not to hurt, but to assume leadership role, China's horns will be trimmed. India should learn from China. Global Peace can only be maintained by some power who show how "dangerous" they can be, before setting up a peaceful atmosphere for all, especially weaker nations. India is just too concerned only with "immediate" Indian concerns. It will take India a very long time to surpass China's ever growing might and influence (unless China's progress decelerate, recede or. stagnate as a result of pushback from U.S and others). But on the bases of India growing rapidly enough to catch up is not possible in this "kind" of India...and it is not because India is not capable, but because it is playing too safe and afraid to step out of it's shell. E.g If not that China has territorial dispute with India and China's growing power means it might one day suffocate India with it's economic and military influence around the globe, India won't have even thought of being part of QUAD. If China's government had tilted more to democracy (without harsh, retraining internal rules) as India, the world would have happily retired the U.S from world power and embrace China's growing influence as super power and comply with it as UK complies with the U.S. A simple check - how many overseas military bases has India established? Now, You see how far it will take India. Little did Indians know that we wish they're the ones growing like China. India should wake up, and start giving orders because that's how leaders set themselves at the front. India is just only turned to because the world sees it's potentials. But they're so passive, they're not utilizing the potentials. 😢 Or maybe, there's just too many internal issues (e.g high rate of poverty, elemental disturbances of religious disunity and bigotry and a host of others) that are distracting it from that role. I just wish India is more "ambitious" like China to rival China well enough. China projected "stronger" U.S as the enemy and has since been working very ambitiously to overtake it. And it's yielding results.

    John Mesheimier should at least be humble to admit he knows very little about China or her 4000 years history. So for him to comment about China and her "ambitions" is ludicrous... he talks only from the perspective of an American whose culture has been one of domination since her colonial days till the present. It would be wiser for John to consult George Yeo, the former Defence Minister of Singapore who is far, far more knowledgeable about China's history and is not only Asian but a Singaporean Chinese. It's painful to hear any American, even a Professor like John, to talk about China and the Chinese, knowing little about Chinese culture or how China came to be!     China's tryst with her destiny as a continental hegemon requires her to subjugate her powerful neighbours, Russia and India. Russia is compromised for many reasons, especially her desire to be seen as a European and a global power rather than just an Asian one. India needs to be drawn into a full scale war giving China a rationale to subdue India on the battlefield to signify their supremacy. Unfortunately for China, India is not wanting a war just yet and, invading Democratic India without provocation is a suicidal proposition for China. As the Professor suggests, India should build its conventional forces for that eventuality which is unavoidable. All this talk of Taiwan is just a distraction in China's geopolitics as Taiwan has already been won.

    India is not really a geopolitical threat to China. The himalaya are the best border on earth and utterly unassailable. Both sides know this. China's ultimate goal is to project power beyond the first Island chain, annex Taiwan, and bring Korea, Japan, Vietnam, Thailand, the Phillipines, Malaysia, and Singspore out of the US alliamce system.

    Chinese power is a myth built up by these talking heads and academia in the west. After all the industrial production and wealth, in the end it boils down to how much pain you can take, how many body bags you will accept, whether your troops will fight knowing that they will lose their limbs or lives. Chinese lost the conflict with Vietnam in the late 70s because Vietnam was willing to take losses and chinese were not. That was 45 years ago. Chinese have not fought any significant conflict since then. On top of it, this is the soldier generation of chinese that is the product of one child policy, Do you think 4 sets of grandparents are willing to sacrifice their only bloodline descendent in a conflict that has not ideological basis other than a land grab? There is no esprit the corps in chinese military and there will not be in this century as the chinese population dwindles. You just have to look at body language of the soldiers in the video to see the pretty boys cowering under the threat of injury. One of the reasons that Europe glorifies Ukraine so much is that Ukrainians are brave fighters and the soft Europeans with all their industry and wealth are too weak hearted to fight a bloody and gory war. Ukraine is their champion. Do you think that great rich industrial powerhouse of Germany can fight a war? I hope the chinese get tired of this fighting with sticks and start a firefight, then the Indian Army can arrange for truckloads of bodybags to be sent back to Beijing. And we will see if the famed chinese air force that has NEVER fought a dogfight and performed miserable in excercises even against Thailand is any good. And remember if the chinese lose, they will not only lose territory, this myth bubble of chinese invincibility will be burst. Then the wolves and jackals will come to bite off their share of the fat and weak prey.

    China has 14 neighbors, 12 are continuously moving towards positive directions. The other two, Japan and India, are not. Indian had 8 neighbors, all disliked Indian expansionism policy. Since Sikkim’s taken over by India has proven Indian is an expansionist. Making its remaining 7 neighbors even more nervous. Japan is the only nation on earth being disliked by 100% of its neighbors, Russia, China, North Korea and South Korea. In addition, there’s border disputes with all, making Japan the worst possible neighbor in the world.

    Taiwan already belong to China. People from that island come and go as they please in mainland China. It's their home as much as that little island. It's the QUAD+Taiwan officials that wanted to invade China. They been provoking China to fire the first shots so they can invade and bomb China into smithereens. Both Zakka and John are wrong. China's military exercises were a show of force to its people that they got their fronts and backs should anyone invades them. Since Taiwan really wanted a date, China said 2049. Taiwan officials will all be gone by then. Xi and his party may be gone by then.

    The US are expanded this does not invalidate the fact China is expansionist . Also the US's expansion mostly does not entail territorial annexations while Chinese border expansionism absolutely does . Asian third parties such as India have a choice between keeping the US expanded military system and folding to Chinese border annexatory expansionism . Neither are without drawbacks but maybe most feel more comfortable with one rather than the other....strangely, maybe one could ask the Tibetans or the Uyghurs or Cambodians why that might be ? Maybe they already know the two devils and China isn't that more beguiling than Russia . Hegemons seem to be less palatable the nearer and controlling they are and I doubt southern and central America would contest that simple observation .

My country also had border dispute... It is ours as it is theirs. And both of us aren't expansionist, we just have disagreements over border claims. Expansionist is when we annexed their deeper regions. Not just border fighting over some little patch of land or sea. So you admit that US is expansionist... They just use a softer approach to look good.

This is a ridiculously specious argument expansionism by annexation of bordering regions is expansionism always has been always will be. Both Russia and China have a maintained tradition of border expansionism and have recently been trying their hand at US like economic colonialism buttressed by military base land leasing and proxy states . Eastern Europe has in majority very clearly stated their preferences haven't they ? Interestingly enough the only ones that exhibit an attachment to Russian rule are those that never experienced its full brunt, namely the Serbs . You could also try and poll Koreans and see which they prefer . By the way what is that country of yours that has those territorial disputes ?

    People often forget (or are just unaware of) that the territorial dispute between India and China is a three parties' dispute. The dispute is between the People's Republic of China (PRC) and India and the Republic of China (ROC, nowadays usually referred to as Taiwan). China has a civil war in the last century and the result is that China was split into two polities, the PRC and the ROC, not unlike Germany was split into two halves in the last century. The main difference is that while East and West Germany recognize each other's legitimacy, the PRC and the ROC do not. The Republic of China (Taiwan) to this day recognizes continental China and the island of Taiwan as its sovereign territory (and so does the PRC). This is the reason when India makes South Tibet a state and named it to the so-called Arunachal Pradesh in 1987, the Republic of China (Taiwan) issued a statement strongly condemning India and vowed never to recognize the so-called Arunachal Pradesh as part of India. Historically Tawang is administered directly from Lhasa. Ambans (officials) sent from Lhasa and appointed by the central government in Beijing/Peking were posted in Tawang and one of the duties was to collect tax, among other government functions. Tawang was invaded and annexed by India in February 1951, three and a half years after the British have left the subcontinent and the polity that the British created became India, a country that historically does not exist. I put the timeline to underscore that this land grab is solely Indian and has nothing to do with the British. Darjeeling for example was historically part of the Kingdom of Sikkim but was land grabbed by the British Raj and became part of India when the British left. Tawang on the other hand is solely an Indian invasion. Of course India subsequently gobbled up the whole of Sikkim in 1987 anyway.

    Historically indian rulers have more places than it does today.it doesn't mean india go for those places using millitary.tawang is part of british india.only after receiving info about tax collection by others india intervened.i think you should stop your propoganda

    The best way to resolve this is for the United States to reverse the diplomatic recognition of the People's Republic of China back to the Republic of China (aka Taiwan). In effect reverse what the United States did in January 1979 under the Carter administration (started by Nixon in 1972). This will solve a host of problems (not just the issue between India and China) and make all the flash points between the United States and PRC naturally irrelevant. India should be happy because it will not have PRC on its border anymore but instead the ROC (aka Taiwan) and should have no problem returning South Tibet back to the ROC.

    Settling the boundary dispute with India is not currently in China's priority. However, Indian adventurism, opportunism and expansionism can change China's mind and bring itself to the top priority of China. Another option is that India takes this time window to develop itself in economy and technology, and settle the dispute with China on stronger national prowess. It's India's choice.
