    Dual use is up to interpretation. A packet of Chinese instant noodles can be classified as dual use if it is given to a Russian soldier to eat. USA can sail through the Taiwan straits it is freedom of navigation and Russia and China cannot sail near the coast of USA in freedom of navigation?
