China Is An Unaccountable Actor: Views From India, Australia and US

The Quadrilateral Security Dialogue is becoming increasingly important to Indian, Japanese, Australian, and American efforts to balance Chinese power and extend the rules-based order in the Indo-Pacific. Its strategic importance to Australia was underscored this May when Prime Minister Anthony Albanese made the Quad leaders’ meeting in Tokyo his first foreign engagement as Prime Minister.
At this special event, the Lowy Institute’s Executive Director Dr. Michael Fullilove discussed the Quad’s evolving role with leading thinkers from two other Quad countries:

    She must be high, he says China is maligned because Vietnam is nervous but then Vietnam humiliated US’s, and then Vietnam signs recently a big deal with China. Philippines did the same with China on trade and people to people exchange there are more Filipinos working and making a living in China than US and India combined. Does nervous countries behave this way? Kori is irrational and high on coffee. Don’t want to see here again in any interview panel.

    You list a lot of interventions, in some of which the role of the USA has not been established, or was not unique or central to the outcome (Syria, Libya, Somali, Yemen?). There is a level of hypocrisy in Western narratives, they have a dubious track record in the 20th century (and before), but the context of each of these cases is too different to lump them together and discuss here. And the development (and protection) of universal human rights and international law is a recent thing (2nd half of the 20th century). Some other points then: interventions in Iran, Chile, or Panama were typically not framed as a liberation, in fact few people even knew about USA involvement at the time (or cared about it). Deposing a theocratic or autocratic regime (Iran, Iraq, Afghanistan) could be considered liberation by many people, both in those countries and certainly by USA. Of course, USA has also installed dictators or kept them in power. Thirdly, nations have always used subterfuge to establish regime change or protect their economic interest in other countries, since before the count of time. This is not the same as invading with an army and taking over control.

    The Permanent Court of Arbitration in Hague is Not a UN agency. Please don't use the term "UN Court". US stealing Diego Garcia islands from Mauritius was ruled illegal by the World court which is a UN Agency. US and UK ignored the ruling. I don't know how the South China Sea dispute has anything to do with the Solomon Islands security agreement with China. US and Australia was trying to plot a regime change in Solomon Islands and this prompted the Solomon Islands to seek a security arrangement with China.

    Today, China owns most major unicorns of India. China is massively involved in Indian main street, not just at the borders in Ladakh. China has huge trade surplus with India. Policy makers should stop blustering rhetoric, and be more fact based.

    Tibet was a territory of Qing Dynasty until 1900s. At that time, Tibet claimed independent amid chaotic civil war in China. And to gain support from the British, Tibet signed border treaty with the British and gave out large chunk of land which is the cause of the dispute between China and India today.

    Ukraine definitely performed heroically. And Russia suffered a hug defeat initially around Kiev. However, this, along with the toughest economic sanction ever formed, fails to change the Ukraine War fundamentally. Russia is going to win and it did not even mobilize yet. The only question is how much the price Putin is willing to pay to get how big the victory.

    Good to hear good to be optimistic and not pessimistic ,or over critical.. peaceful world for generations to come that is what we all want. If you look at 2014 videos of Indian Modi govt after winning, you'll see modi govt was closer to putin and Xi(China even became no 1 trade partner of India putting US at 2)until India refused BRI(which would have destroyed Indian manufacturing sector) ... Chinese showed aggression and decades of peace on border was broken.. Xi was fully responsible...

    @@THUGPUTIN Europe got rich because of colonising India, India has huge potential, for India is now or never, the Western powers want War between China and India, they would rather use India as a tool to control China, same as what they are doing with Ukraine, of course, Modi knows that the Western powers milked India and squeezed them out of everything, a wise person should think why suddenly they decided to use India against China. India should learn from China, the Chinese were humiliated even worse than the indians during the colonial period, but they learned to be independent and strong, and their development is magical. India should know that the world is shifting and that India is going to be one of the superpowers in a multi-polar world, however, the enemies of India will try to create turmoil between India and its neighbours.     The US really needs to make clear what the rules are which make up the "Rules Based Order". For example, the US says China should abide by the United Nations Convention on Law of the Sea but the US itself is one of only two countries that are not signatories to the convention. Similarly, the US says that China should abide by the ruling of the World Court directed arbitration with respect to the dispute between China and the Philippines over the SCS. But the US does not recognise the jurisdiction of the World Court. It's clear then that UNCLOS and the World Court aren't part of the "Rules Based Order". So what is ? For example, what rule allowed the US to invade Iraq based on fabricated evidence of WMD, resulting in the deaths of a million people. Or the invasion of Afghanistan resulting in a quarter of a million deaths. Someone help me: what are the rules ! Then there are the many agreements that the US has reneged on such as the nuclear agreement with Iran, the intermediate range missile agreement etc. I guess these weren't part of the "Rules Based Order" so what is ? Finally, there is the International Criminal Court which the US has blocked from investigating US forces war crimes in Afghanistan. The US issued an executive order effectively criminalizing anyone who works at the ICC. Its lawyers, judges, researchers etc could now have their U.S. bank accounts frozen, U.S. visas revoked and travel to the U.S. denied. Can I summarise what I think the "Rules Based Order" really is: It means that the US does what it likes and the rest of us do what we are told. This is taken off the internet. Can't remember who posted the above, but I would like to attribute this to the writer, whoever you are.

    I'm Indian, there are lot of things I agree with Dr. Samir but there are also lot of other things I disagree with him. The fundamental problem with many so called 'Indian intellectuals' like Dr. Samir himself is that; we (Indian) are heavily influence by western ideology and their worldview, that we forgot to see the world with our own eyes as it should. We always judge or see the Chinese from a very western driven perspectives which often carries politically motivated agenda and vested interest. This is the reason why we know so little about China despite sharing thousand of KMs borders with them. And even if we do know something about them, we know it in a very wrong way fed by western media and their views. Thus suspicions and mistrust has grown. The west are happy about this division and enmity between India and China (two Asian giants with potential superpowers in the world) because we will be busy pulling each others leg, while the West, led by US, will continue to maintain their hegemony, dominate and dictate the world. But many couldn't realized this. DIVIDE and RULE policy is still Alive and Kicking. Beware! Besides the recent border skirmishes in Ladakh, I see a lot of Indians were reminded and told repeatedly about the 1962 war with China, where we unfortunately lost, and we are angry about it and rightfully so. But have we ever recalled that; it was the Indian army (under British command) who fought the Chinese for British empire in Opium War, where the Chinese were defeated and Hon-Kong was captured and handover to British for centuries, It was Indian traders under British rule who flooded the Chinese market with drugs and Opium (against the Chinese will) making them a hell of a drug addict society. Chinese consider those days under western colonization as humiliation, just like India took the 1962 war defeat as humiliation. India is not happy that China support Pakistan, Likewise China is not happy that India is hosting Dalia Lama's government in exile in India and flirting Tibet issue. See, the thing is; we both (India-China) have disagreement and had done things in the past that we do not not like, but even then, neither India nor China had invaded and colonized each other like the western imperialist did. Despite the difference and fight, there was no looting, slaughtering and enslaving the whole population like the west did to India/China for centuries. Our difference are manageable. Many of our conflicts can be resolved. But mind you, WESTERN world won't let that happen very easily for obvious reason stated above. Today, China wants to get back their rightful place in the world and heal their past humiliation, but I'm not sure if India is aspiring to get back its glorious past and correct the past humiliation inflicted by the colonial west. As long as our Indian minds are still colonized with western ideology and biased worldviews, it'll take much longer time for India to be truly independent of western hegemonic influence. I also don't agree with him saying every young Indian hate China because of the recent events, and because they are different and they can never be like us. I mean, come on, Dr. Samir, that's a very shallow and childish way of putting things into perspectives. I do not expect such a narrow view from a prominent figure like you. It's true Indians are apprehensive about our relation with China due to the recent events, but that does mean we hate Chinese because they are Chinese and are different from us. Not all Indians are that narrow minded. It's like the West tell everyone in the world that 'Either you are with us or against us'. India has openly reject such shallow idea from the West, and here you are talking and judging like the west, though in a different context. The real threat to world peace, progress and prosperity is the West led by US. Look back to the past centuries, the sufferings, the wars , the chaos etc. and you'll know the reason why?

India in itself wants a multipolar world but china will try everything to stop India growing economically to maintain its hegemony in Asia. That is the sole purpose of BRI. I was born and brought up in a democratic setup & environment that I believed is best for me and my country. Likewise Chinese people believed in their own system and it works for them despite many flaws and limitations it has. I really think this democracy vs Chinese communist system and which ideology should rule the world is bullsh*t and waste of time. We should only be worried if China is actively working to export their communist system to other countries forcefully like USA usually do using agencies like NED and CIA, along with sanctions and military might, and toppling foreign government and installing their own puppet government. So far we haven't seen any such ill intention from China for ideological supremacy outside of their own country, as opposed to the west. So, my point is "Live and Let live". If they are happy and content with their own system and if it works for them (though not perfect), then who are we to judge or worry about their business as long as they don't try to force their system on us. You and I cannot expect everyone on earth to think and behave like us. Only some ignorant Americans thinks they are the whole world and expect everyone else to be like them or else they are enemy/adversaries.!! Indian should be better than that. India embraced and hold pride in the diversity of our country. Let us keep that same broad view even to the outside world.

    I wish India had more scholars and thinkers like Mr. Pravin Sawhney and Mr. Raja Mohan. They are the hope for better India-China relations. But I have to be straight forward and honest Modi’s visit to Moscow and his meeting with Putin is a sign that Russia is winning the war in Ukraine; otherwise, Modi would not dare to appear associated with Putin under imminent pressure from the U.S. I really don’t understand why politicians in the West like to talk about war with China. China brings hope, peace, prosperity, construcción, human dignity to the world, while the U.S. stokes conflicts, wars, regime changes, destructions and fears. India also likes to talk about how bad China is, as if it can be very useful for the U.S. One Indian woman so-called international relations expert said in one interview on an Indian television talk show that Russia should know that China may not always be Russia’s friend or partner, it could one day be a big threat to Russia, but India will always be. It reminds me of what Joe Biden told Putin in their 2020 meeting in Europe, that Russia should be aware of potential Chinese trouble along their over 5000 miles shared border. Now we know who is the real threat and who is a friend in need to Russia’s existence. India has never won anything in its fights against China. Now, Modi goes to Mosco to kiss Putin’s ass, as if India were essentially relevant in the geopolitical entanglement among the world’s superpowers. But the world knows India is nothing but a useless idiot, an opportunistic prostitute. India could be a great partner with Russia, with the U.S. and with China. That would be beneficial and advantageous that no other country would enjoy; however, India is willingly and voluntarily being used as a vassal state in the geopolitical contention between the U.S. and China. In the end, no one would trust India to be their reliable friend or partner.

    ZTE and Huawei are beyond any match. Other providers are dependent on Huawei. 60 to 70 percent of telecom petent are in ZTE and Huawei's hand. We, Indian, uses ZTE extensively. In Kolkata, BSNL has replaced Ericsson with ZTE and in the whole country, we replaced other by ZTE and Huawei. What we say and what we are doing is deferent. Politically we differ with China but economically we accept Chinese equipments and goods in larger quantities to produce cheaper goods for export and consumptions.

    Both guests showed hypocritical when talking about China, their enraged criticism sentiment of China was uncalled for. Their alleged unethical behaviors are used by china, whilst these so-called unethical behaviors, are already commonly practiced by other nations (i.e. India, America, etc.), and there weren't any complaints. However, when China does the same would be criticized as to be unethical and evil.

    What Indians have to say on an international stage is captured by videos made by Indians and shown only to Indians which makes me think if we are relevant people to start with ? I live in Germany and my eyes search for Indians who are are heard in front of western world audience but unfortunately I am able to dig a clip or two of Shashi Tharoor and his Oxford university ranting on English exploitation of India during Raj days. Why is this happening ? I can only see one reason that we Indians are not mature enough to talk sense to the people of west hence we are kind of invisible to them.

    It's not about maturity but influence and power. US + EU has a very big economy, hold power in all the international institutions, created the world order after WW2. So, whatever they say will impact the whole world but India's words has no impact. That's why world has to listen to west. It's not just India but all Asian countries except China. How much do you know about viewpoints of leaders of Indonesia, Singapore, Brazil etc? China is heard because they have ability to create an impact in whole world.

    ​@@jbookvoxx I think it has lot to do with relatively low literacy rate + lack of international exposure + scientific acumen of Indians. As country grows, we will start getting more people who can provide value to international audience.
