    Bb6 allows black to play Rh1+, which delays the checkmate. Bg1 instead of Bb6 would block Rh1 from checking and the rook also cannot use c3 because the pawn is there. Even after Bg1, Ka2 will make Bd3+ not a checkmate because the king can simply escape to b3. To block this, Bc4# should be played instead. If the rook moves up in an attempt to block the discovered rook check, the bishop should be moved correspondingly to block the rank.

    If white plays Bb6 and black plays Rh1+ white can play Bf1#

    My bad, after Rh1+, Bf1# can block the rook and do checkmate.

    What if black doesn't move the pawn and tries to stalemate using rook?

    Even with black moving rook checkmate in two is possible
