*An important short excerpt of the Weekend Horn interview with Pu Ch. Ajang Khongsai JD(U) Candidate 46-Saikul A/C Manipur Legislative Assembly Election 2022* _( specially translated for communities other than Chin-Kuki-Mizo so that the political vision of the JDU candidate is reached and brought to all_) *HornBill*: _You have been in the executive in both the NPP and the BJP for quite a long time at both the national and the state level but then you tendered your resignation from both the party and more recently from the BJP’s spokesperson and then joined the JDU. Can you tell us why you did so?_ *Ajang Khongsai*: Before I joined the BJP, I was in the NPP for quite a long time and did serve as the working President too. As everybody knows not long ago when the BJP coalition Government with the NPP was in crisis there was no consultation and consensus in decision making between the Party leaders and its MLAs. All decisions were made directly from the central leader bypassing the state party's executive which should not have happened that violates the party's general principle and that was the reason I left the NPP and then joined the BJP. Now as to why I joined the JDU it is very simple. It is mainly because the BJP did not give me their ticket and for which I have no ill-feeling about it as I had already told them beforehand that I will be standing for election whether or not they gave me their ticket and I did tender my resignation from the BJP's state spokesperson the next day the party's ticket was allocated to someone else. *HornBill*: _Ok, why did you choose the JDU, was it because it is the best party, or were there no other alternative options available?_ *Ajang Khongsai*: It would be false to assume that there was no other option. I chose JDU as I believe that since this party is also one of the coalition-run Governments of the NDA at the center it would allow give me to be one among the ruling government and be able to better discharge my responsibilities and duties as compared from a person in the opposition. *HornBill*: _Of late the crisis of Forest Reserve has found an important place of discussion and has become a bone of contention between the Government and the Tribal of the Hill Districts. Do you think this is due to a leadership crisis and political failure?_ *Ajang Khongsai*: I have on many occasions did raise this concern as my main priority is to protect the rights and properties of my people. Our forefather's land which was being hard-fought and protected from the mighty British Empire cannot suddenly be declared as illegally occupied on Forest Reserve. There is something fishy about it and I suspect that there is an evil intention and policy framed from behind the screen by some vested interested person. *HornBill*: _So how do you plan to solve this crisis?_ *Ajang Khongsai*: For now I can't tell the exact mechanism and tools to equip myself to solve this issue. But let me point out the way this matter is being mishandled-that if there is a piece of land being illegally occupied on Forest Reserve the matter should have been dealt with by the district concern authority which is not so. Instead, the matter has been directly dealt with from the central forest department situated in Imphal which is not the right way. I like to assure my people that if I am elected I will do the needful in protecting their land and nullify all improper directions and orders issued by the authority and establish a transparent channel in the system so that the public grievances are taken into stakeholder. The solution must come out after consultation and participation from both the public such as the Chiefs, CSOs and the Government. The concerned MLA must play an active intermediary role in bringing all the stakeholder parties into negotiation to find an amicable solution. *HornBill*: _Would you tell us what would be your second most priority other than the Forest issue?_ *Ajang Khongsai*: It shall be a Land issue. *HornBill*: _Ok. What is the issue with our land and also tell us its core challenges?_ *Ajang Khongsai*: Well, before Manipur got its statehood the Parliament has passed an important act commonly known as *Manipur Land Reforms and Land Revenue (MLR&LR) Act 1960*. According to this provision and supplemented by *Article 371C* of the Indian Constitution this act shall apply to the whole of Manipur except in the Hill areas. Speaking in laymen understanding no piece of land in the Hill areas can be subjected to sale and purchase between the Hill people and the valley community. This constitutional provision protects the weak Tribal of their land from being snatched by the more powerful valley communities. Yet more often our adjoining land is being constantly subjected to surveying and inclusion within revenue land which made it possible for the State Government to include them in their domain of whims of administration thereby grabbing of our land even before we come to a realization. The *Hill Area Committee (HAC)* established by the Constitution of India for the administration of the Hill areas has still been made toothless, depriving them of their rightful power to function. *HornBill*:_ Can you tell us more of other challenges and the things you would like to do for Saikul?_ *Ajang Khongsai*: Other than the health sector which I can say has seen the most improvement lately, we are still lagging in the communication network and education sector. Both connectivity roads and telecommunication networks form an important part of the means of communication which are critical for development and needful in times of health emergency. There is still a major chunk of villages that are not connected by metal roads and are deprived of a telecommunication network. I plan to redress this issue very seriously as my mission is to bring development for peace. Development should come first before peace as I believe that preaching about peace to a hungry man is a waste of effort. When there is development first, peace would automatically follow. I plan to redress every problem step by step. *HornBill*: _As you have seen the election schedule for Autonomous District Council (ADC) which was supposed to be held within six months before the Manipur Legislative Assembly election 2022 is still being withheld. Why is it so?_ *AjangKhongsai*: As we all know for the last 20 years election for ADC has never been conducted. Nobody knows where and how the fund allocated for this body was being appropriated and it's whereabout. Until when Pu Thangminlen Kipgen was the then Chairman of HAC in 2013, the election for ADC was held and then again in 2017 too. Since then election for the next term is now pending and various excuses are being given by the State Government for their inaction. During that time as the BJP spokesperson, on more than one occasion had raised this question of conducting the election in time. There was nothing much I could do considering that I was merely one of the party's executives. Had I been an elected MLA I think could have done more. *HornBill*: _If the people elect you as their MLA how do you picture yourself as the people’s leader?_ *Ajang Khongsai*: If by God's grace and my people elect me as their rightful representative I will at my best work for the development of my people, find out their most basic requirements and address it effectively and reveal myself as their right leader in the right time. *HornBill*: _Ok, Pu let us come to the end of our discussion and we pray that may the fair candidate win the election and wish you all the best_. *Ajang Khongsai*: I am also thankful to Horn Bill cable Network for giving me this beautiful platform to share my political vision.
